Commencement
2. The following provisions of the Housing Grants, Construction and Regeneration Act 1996 shall come into force on 16th December 1997—
sections 131 to 135 in so far as they are not already in force,
sections 136 to 138, and
sections 139 and 140 in so far as they are not already in force.
