19.—(1) Subsections (2) to (4) of section 84 of the Act (which relate to the summoning of witnesses and the production of documents in connection with inquiries held by the Secretary of State) shall apply to any appeal held under regulation 13 as if—
(a)it was an inquiry caused to be held by the Secretary of State; and
(b)in subsection (2) for the words “the person appointed to hold the inquiry” and in subsection (3)(b), for the words “the person holding the inquiry” there were substituted the words “the Convenor of an appeal body appointed for the purposes of the National Health Service (Vocational Training for General Medical Practice) Regulations 1997”.
(2) Subsections (2) to (4) of section 84 of the Act, as they had effect on the date these Regulations were made, with the modifications described in paragraph (1), are set out in Schedule 4.
