The Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred on them by sections 7, 12 and 24 of the Superannuation Act 1972(1), section 9(4)(aa) of the Local Government, Planning and Land Act 1980(2), section 23 of the Local Government Finance Act 1982(3), sections 6(3), 8(1) and (2) and 15(6) and (7) of the Local Government Act 1988(4), and section 9 of the Local Government Act 1992(5) and of all other powers enabling them in that behalf, and after consultation (as required by section 35(3) of the Local Government Finance Act 1982) with the Audit Commission for Local Authorities in England and Wales, such associations of local authorities as appear to them to be concerned (as also required by section 7(5) of the Superannuation Act 1972) and such bodies of accountants as appear to them to be appropriate, hereby make the following Regulations—

1980 c. 65. Paragraph (aa) was inserted by the Local Government Act 1988, Schedule 6, paragraph 3(3).

1988 c. 9. Section 6 is amended by paragraph 12 of Schedule 1 to the Local Government Act 1992 (c. 19).
