In exercise of the powers conferred on the Secretary of State by sections 218(1)(a), (2), (2A), (2B) and (3) and 232(5) and (6) of the Education Reform Act 1988(1) and paragraph 3 of Schedule 1 to the Education Act 1996(2) the Secretary of State for Education and Employment hereby makes the following Regulations:

1988 c. 40; section 218(2A) was inserted by section 14(1) of the Education Act 1994 (c. 30). Section 218(2B) was substituted by the Education Act 1996 (c. 56) Schedule 37, paragraph 76. Sections 218(3) and 232(6) were amended by sections 14(3) and (4) respectively of the Education Act 1994.
