The Secretary of State for Transport, in exercise of the powers conferred by sections 84(1), (2) and 124 of, and paragraph 27(1) of Schedule 9 to, the Road Traffic Regulation Act 1984(1), and all other powers enabling him in that behalf, hereby makes the following Order:

1984 c. 27. Section 84(1) was substituted by section 45 of the Road Traffic Act 1991 (c. 40); and section 84(2) was substituted by the New Roads and Street Works Act 1991 (c. 22), Schedule 8 paragraph 61.
