Explanatory Note
(This note is not part of the Regulations)
These Regulations enable the Secretary of State to pay grants to education authorities in Scotland for expenditure for two separate purposes.
The first purpose is the development and implementing of early intervention, that is targeted provision to improve the basic reading, writing or numeracy skills of pupils in primary schools.
The second purpose is the development and implementation of alternative arrangements for pupils to avoid the need to exclude them from school on disciplinary grounds.
