2. In the case of each of the European Parliamentary Constituencies named in the first column of the Schedule to this Order, being constituencies situated in more than one local government area, the returning officer for an European Parliamentary Election shall be the person who, under section 41 of the Representation of the People Act 1983(1), is, or may discharge the functions of, the returning officer at elections of councillors for the local authority for the local government area named opposite thereto in the second column of the said Schedule.
