The Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred on them by sections 160(4), 161(2) and (3), 162(4), 163(7), 165(1), (2) and (5) and 203(1), (2) and (7) of the Housing Act 1996(1) and of all the other powers enabling them in that behalf, hereby make the following Regulations:
