The Minister of Agriculture, Fisheries and Food and the Secretary of State for Wales, (“the Ministers”), in exercise of the powers conferred on them(1) by section 9(1) and 56(3) of the Environment Act 1995(2) and after consulting in accordance with section 9(3) of that Act hereby jointly make the following Order:

Section 56(1) defines “the Minister”.
