The Secretary of State, in exercise of the powers conferred on him by section 17(2) and (3) of the Road Traffic Regulation Act 1984(1), and all other powers enabling him in that behalf, and after consulting such representative organisations as he thought fit in accordance with section 134(2) of that Act(2), hereby makes the following Regulations:

1984 c. 27; section 17(2) was amended by the New Roads and Street Works Act 1991 (c. 22) (“the 1991 Act”), Schedule 8, paragraph 28(3) and by the Road Traffic Act 1991 (c. 40), Schedule 4, paragraph 25 and Schedule 8.
(2)
Section 134(2) was amended by the Roads (Scotland) Act 1984 (c. 54), Schedule 7, paragraph 4 and by the 1991 Act, Schedule 8, paragraph 77.
