The rules approved by this Order revoke and replace earlier rules governing the constitution of the General Medical Council’s Fitness to Practise Committees. They regulate the constitutions of the Preliminary Proceedings Committee, the Professional Conduct Committee, the Health Committee, the Assessment Referral Committee and the Committee on Professional Performance, the last two of which Committees were provided for in the Medical (Professional Performance) Act 1995 which amends the Medical Act 1983.

Certain rules are brought into force on 1st September 1996 for the limited purpose of enabling the General Medical Council (GMC) to determine who will be the members of its statutory committees from 1st January 1997.

The rules brought into force on 1st January 1997 provide for the establishment of the two new committees of the GMC, namely the Assessment Referral Committee and the Committee on Professional Performance.
