In section 114 (conditions of certain licences), in subsection (1), for the words from the beginning to “21” there shall be substituted
The following licences, that is to say—
a
a large goods vehicle or passenger-carrying vehicle driver’s licence issued as a provisional licence,
b
a full large goods vehicle or passenger-carrying vehicle driver’s licence granted to a person under the age of 21, and
c
a LGV Community licence held by a person under the age of 21 who is normally resident in Great Britain,
