The Secretary of State, in exercise of the powers conferred on him by section 30(3) of the Local Government Act 1992(1), and all other powers enabling him in that behalf, hereby makes the following Order:

1992 c. 19; section 30(4)(c) was amended by paragraph 177 of Schedule 13 to the Local Government etc. (Scotland) Act 1994 (c. 39).
