2.—(1) The collection of refuse and other catering(1) by the Council shall not be treated as defined activities so long as they are carried out before 1st April 1997.
(2) The cleaning of buildings(2) by the Council shall not be treated as a defined activity so long as it is carried out in the Angell, Clapham Common, Clapham Town, Ferndale, Herne Hill, Larkhall, Tulse Hill or Vassall wards of the Borough before 1st April 1997.
(3) The cleaning of buildings by the Council in any ward of the Borough, other than a ward mentioned in paragraph (2) above, shall not be treated as a defined activity so long as—
(a)it consists of the cleaning of drains and refuse chutes and chambers in any building in which there are dwellings provided by the Council; and
(b)it is carried out before 1st April 1997.
(4) Other cleaning(3) by the Council shall not be treated as a defined activity so long as—
(a)it consists of—
(i)the cleaning (by sweeping or otherwise) of any street; or
(ii)the emptying of gullies; and
(b)it is carried out before 1st April 1997.
