Offences and penalties

4.—(1) A master of a ship who contravenes any requirement of regulation 3 shall be guilty of an offence and liable on summary conviction to a fine not exceeding the statutory maximum, or on conviction on indictment to a fine.

(2) It shall be a defence to any charge under these Regulations for the accused to prove he took all necessary steps to avoid commission of the offence.
