The Secretary of State for the Environment as respects England and Wales and the Secretary of State for Scotland as respects Scotland, in exercise of the powers conferred on them by sections 20(6) and 63(1) of the Clean Air Act 1993(1) and of all other powers enabling them in that behalf, hereby make the following Regulations:
