Commencement of section 712
Subject to article 3 the following provisions of section 71 of the Act, in so far as not already in force, shall come into force on 1st April 1995:
a
subsection (1), for the purposes only of subsections (4) to (6);
b
subsections (4), (6) and (8);
c
subsection (5), for the purposes only of paragraph (a) of that subsection.
