The Secretary of State for Education and Employment, in respect of England, and the Secretary of State for Wales, in respect of Wales, in exercise of the powers conferred by sections 177(5), 178(2), 180(1) and (2), 301(6) and 305(1)(1) of the Education Act 1993(2), and after consultation with the Council on Tribunals in accordance with section 8 of the Tribunals and Inquiries Act 1992(3), hereby make the following Regulations:
