The Secretary of State for Transport, the Secretary of State for Scotland and the Secretary of State for Wales acting jointly in exercise of the powers conferred on them by sections 64(1), (2) and (3) and 65(1) of the Road Traffic Regulation Act 1984(1) hereby—
(a)
after consultation with representative organisations in accordance with section 134(2) of that Act, make the Regulations set out in Part I, and
(b)
give the Directions set out in Part II,
of this Instrument.
