The Secretary of State for the Environment, in exercise of the powers conferred on him by sections 17 and 26 of the Local Government Act 1992(1), and of all other powers enabling him in that behalf, hereby makes the following Order:
1. This Order may be cited as the Local Government Changes for England (Designation of Authorities) Order 1995 and shall come into force on 1st December 1995.
2. In relation to a local authority named in column (1) of the following Table which is to be wound up and dissolved on 1st April 1996(2) the corresponding local authority named in column (2) of the Table is specified as the designated authority for the purposes of regulation 6(8) and Part III of the Local Government Changes for England (Property Transfer and Transitional Payments) Regulations 1995(3)—

3. In the Humberside (Structural Change) Order 1995, for article 15 (designated authority) substitute—
“The council of the district of the East Riding of Yorkshire is specified as the designated authority in relation to the County Council and the Boothferry Borough Council for the purposes of the Local Government Changes for England (Finance) Regulations 1994(4).”.

Article 2 specifies, as respects authorities abolished by orders already made under section 17 of the Local Government Act 1992, the authorities which are to be designated authorities for the purposes of provisions of the Local Government Changes for England (Property Transfer and Transitional Payments) Regulations 1995.
Article 3 substitutes a new article 15 in the Humberside (Structural Change) Order 1995 which specifies the East Riding of Yorkshire District Council as the designated authority in relation to both the Humberside County Council and the Boothferry Borough Council for the purposes of certain finance functions.
