3. In the Humberside (Structural Change) Order 1995, for article 15 (designated authority) substitute—
“The council of the district of the East Riding of Yorkshire is specified as the designated authority in relation to the County Council and the Boothferry Borough Council for the purposes of the Local Government Changes for England (Finance) Regulations 1994(1).”.
