The Secretary of State for Transport as respects England and the Secretary of State for Wales as respects Wales, in exercise of their powers under 64(1) and (2) and 104(1) of the New Roads and Street Works Act 1991(1) and of all other powers enabling them in that behalf, hereby make the following Regulations:
