The Secretary of State, in exercise of the powers conferred on him by section 77 of the Local Government Act 1985(1), and of all other powers enabling him in that behalf, hereby makes the following Order:

1985 c. 51; section 77 was amended by Schedule 12 to the Local Government and Housing Act 1989 (c. 42), S.I. 1990/268, 1990/776 and 1993/616.
