The Secretary of State, in exercise of the powers conferred on him by section 40(4) of the Local Government etc. (Scotland) Act 1994(1) and of all other powers enabling him in that behalf, and having consulted with such persons and bodies as he thinks fit in terms of section 40(6) of that Act, hereby makes the following Order:
