This Order declares the Partnership and Co-operation Agreement between the European Communities and their Member States and the Russian Federation signed on 24 June 1994 by the Communities and the Member States to be a Community Treaty as defined in section 1(2) of the European Communities Act 1972. The Agreement establishes a partnership which has as one objective the provision of a framework for political dialogue between the Parties. Other objectives include the promotion of trade and investment, supporting democracy and a market economy in Russia and creating conditions for a future free trade area between the Community and Russia. The principal effect of declaring this Agreement to be a Community Treaty as so defined is to bring into play in relation to it the provisions of section 2 of the European Communities Act 1972 which provides for the implementation of treaties so specified.
