Whereas the Secretary of State has granted to Mercury Personal Communications Limited on 9th May 1995 a licence (“the Licence”) under section 7 of the Telecommunications Act 1984(1) (“the Act”), to which section 8 of the Act applies, for the running of the telecommunication systems specified in the Licence (“the Applicable Systems”):
