The Secretary of State for Wales, in exercise of the powers conferred on him by section 26 of the Welsh Language Act 1993(1), sections 140(4), 143(1) and (2) and 146(6) of, and paragraphs 1 and 2(2)(h) of Schedule 9 to, the Local Government Finance Act 1988(2), and of all other powers enabling him in that behalf, hereby makes the following Regulations:
