The Secretary of State, in exercise of the powers conferred on him by sections 107(1)(b) and 107(3) of the Water (Scotland) Act 1980(1) and of all other powers enabling him in that behalf, on the application of the Strathclyde Regional Council, hereby makes the following Order:
