The Secretary of State, in exercise of the powers conferred on him by section 12(1), (2) and (3) (and section 12 as applied by section 137(1)) of the Local Government etc. (Scotland) Act 1994(1), and of all other powers enabling him in that behalf, and after carrying out such consultation as he thinks fit, hereby makes the following Order:
