The Lords of Council and Session, under and by virtue of the powers conferred on them by section 5 of the Court of Session Act 19881, section 59 of the Adoption (Scotland) Act 19782 as modified and applied in relation to parental orders under section 30 of the Human Fertilisation and Embryology Act 19903 and applications for such orders by paragraph 15 of Schedule 1 to the Parental Orders (Human Fertilisation and Embryology) (Scotland) Regulations 19944, and of all other powers enabling them in that behalf, do hereby enact and declare:
