The Secretary of State for Transport, in exercise of the powers conferred by sections 82(2), 83(1) and 84(1)(a) and (2) of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 19841, and of all other powers enabling him in that behalf, hereby makes the following Order:
