In exercise of the powers conferred by sections 17 and 232(5) and (6) of the Education Reform Act 1988(1), the Secretary of State for Education hereby makes the following Regulations:
(1)
1988 c. 40; the provisions of section 20 do not apply to these Regulations by virtue of section 242 of the Education Act 1993 (c. 35).
