The Secretary of State, in exercise of the powers conferred on him by section 125(1), (4) and (8) of the Railways Act 1993(1), and (in respect of articles 1 and 2 and the Schedule) after consultation with the British Railways Board and such other persons as the Secretary of State considered appropriate in accordance with section 125(5) of that Act, hereby makes the following Order:
