The Minister of Agriculture, Fisheries and Food and the Secretary of State, being Ministers designated(1) for the purposes of section 2(2) of the European Communities Act 1972(2) in relation to the common agricultural policy of the European Economic Community, acting jointly, in exercise of the powers conferred upon them by the said section 2(2) and of all other powers enabling them in that behalf, hereby make the following Regulations:
1. These Regulations may be cited as the Hill Livestock (Compensatory Allowances) (Amendment) Regulations 1993, shall apply to Great Britain, and shall come into force on 8th February 1993.
2. The Hill Livestock (Compensatory Allowances) Regulations 1992(3) shall be amended in accordance with regulation 3 below.
3. In regulation 3 (compensatory allowances)—
(a)in paragraph (3)(b)(i), for the figure “£2.45”, there shall be substituted the figure “£2.86”;
(b)in paragraph (4)(a), for the figure “£8.75”, there shall be substituted the figure “£6.50”; and
(c)in paragraph (4)(b), wherever they appear, for the figures “£4.90” and “£2.45”, there shall be substituted “£3.60” and “£2.86” respectively.

These Regulations amend the Hill Livestock (Compensatory Allowances) Regulations 1992 which comply with Council Directive 75/268/EEC (OJ No. L128, 19.5.75, p.1) on mountain and hill farming in certain less-favoured areas, and with articles 17 to 19 of Council Regulation (EEC) No. 2328/91 (OJ No. L218, 6.8.91, p.1) on improving the efficiency of agricultural structures.
The Regulations, which extend to Great Britain, lower the compensatory allowances payable per ewe in respect of ewes of approved breeds in specially qualified flocks and other ewes maintained on severely disadvantaged land (to £6.50 and £3.60 respectively), and raise the allowance payable per ewe in respect of ewes maintained on disadvantaged land (to £2.86) (regulation 3).
