8. The manager shall ensure, so far as is reasonably practicable, that no person enters or remains in any uncovered space at the bottom of a shaft unless—
(a)the entry is—
(i)for the purpose of working there, or
(ii)during shaft sinking operations; and
(b)suitable safety precautions are taken.
