Whereas the Secretary of State for Transport is for the purposes of Part I of the Ports Act 19911 the appropriate Minister in relation to the Forth Ports Authority;
And whereas the Secretary of State is satisfied as to the matters mentioned in paragraphs (a), (b) and (c) of subsection (1) of section 7 of that Act:
Now, therefore, the Secretary of State, after consulting the Authority in pursuance of the said subsection (1), in exercise of the powers conferred on him by that subsection and of all other powers enabling him in that behalf, hereby makes the following Order:—
