In exercise of the powers conferred by section 1(2) and (7) of and paragraphs 1, 2 and 3 of Schedule 2 to the Education (Student Loans) Act 1990(1), and by section 2(2) of the European Economic Area Act 1993(2), the Secretary of State for Education, as respects England and Wales, and the Secretary of State for Scotland, as respects Scotland, hereby make the following Regulations:

1990 c. 6; section 1(3)(a) was amended by the Further and Higher Education Act 1992 (c. 13), Schedule 8, paragraph 67; section 1(3)(b) and paragaph 2 of Schedule 2 were amended by the Further and Higher Education (Scotland) Act 1992 (c. 37), Schedule 9, paragraphs 12(2) and (3) respectively.
