The Secretary of State, in exercise of the powers conferred upon him by section 128 of the Local Government Finance Act 1988((1)) and of all other powers enabling him in that behalf, hereby makes the following Regulations:


1988 c. 41; section 128 was amended by the Local Government and Housing Act 1989 (c. 42), section 140(2)(c) and Schedule 6, paragraph 7, and by the Local Government Finance Act 1992 (c. 14), Schedule 13, paragraph 75.
