Explanatory Note

(This note is not part of the Regulations)

These Regulations amend the Furniture and Furnishings (Fire) (Safety) Regulations 1988 (“the 1988 Regulations”) so as to disapply the provisions of the 1988 Regulations in so far as they impose requirements in relation to second-hand furniture which is hired out at the same time as and in connection with the letting of accommodation until 31st December 1996 (regulation 2(b)).

As from 1st January 1997 such furniture must satisfy the requirements of the 1988 Regulations in relation to upholstery and filling material and certain requirements relating to permanent covers (subject to specified exceptions) (regulations 5, 6 and 8(1) to (3) of the 1988 Regulations).
