The Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred on them by section 113(1) and (2) of, and paragraphs 1 to 3 of Schedule 2 to, the Local Government Finance Act 19921, and of all other powers enabling them in that behalf, hereby make the following Regulations:
