The Secretary of State for the Environment, as respects England, the Secretary of State for Wales, as respects Wales, and the Secretary of State for Scotland, as respects Scotland, in exercise of the powers conferred on them by section 2(2) of the European Communities Act 1972(1), being the Ministers designated for the purposes of that subsection in relation to restrictions on the marketing and use of certain dangerous substances and preparations(2), and of all other powers enabling them in that behalf, hereby make the following Regulations:—
