The Secretary of State for Education, in exercise of the powers conferred by sections 9(1) and (5), 13(6) and 14(5)(b) of, and paragraphs 6, 9(1), (2) and (5)(b), 10(1), (2) and (5)(b), 14(1), (2) and (4)(b) and 15(1), (2) and (3)(b) of Schedule 2 to the Education (Schools) Act 1992(1), hereby makes the following Regulations:
