CHANGES IN LOCAL GOVERNMENT AREAS

The East London Boroughs (London Borough Boundaries) (No. 2) Order 1993

The Secretary of State, in exercise of his powers under sections 51(2) and 67(4) of the Local Government Act 1972(1) and of all other powers enabling him in that behalf, hereby makes the following Order which gives effect to proposals submitted to him under sections 47, 48(1) and 51(1) of that Act, more than six weeks before the making of this Order, by the Local Government Boundary Commission for England:

Citation and commencement

1.—(1) This Order may be cited as the East London Boroughs (London Borough Boundaries) (No. 2) Order 1993.

(2) This Order shall come into force on 1st December 1993 for any purpose set out in regulation 4(1) of the Local Government Area Changes Regulations 1976(2).

(3) For all other purposes, this Order shall come into force on 1st April 1994.

Interpretation

2.  In this Order—

any reference to Hackney, to Newham, to Redbridge, to Tower Hamlets or to Waltham Forest is a reference to the London borough of that name; “the map” means one or more of the 7 maps prepared by the Department of the Environment, marked “Maps of the East London Boroughs (London Borough Boundaries) (No. 2) Order 1993”, duly numbered for reference, and deposited in accordance with regulation 5 of the Local Government Area Changes Regulations 1976; andany reference to a ward is a reference to a ward of the borough from or to which an area is transferred(3).

Transfers between Newham and Redbridge

3.—(1) Each area which is marked as shown in column 1 of the following Table on the map indicated in column 2 shall be transferred from Newham, and from the ward named in column 3 to Redbridge, to the ward named in column 4, and to the Redbridge petty sessional area.

(2) The areas which are marked B and D on map 1 shall be transferred from Redbridge, and from the Loxford ward to Newham, to the Little Ilford ward, and to the Newham petty sessional area.

Transfers between Newham and Waltham Forest

4.—(1) Each area which is marked as shown in column 1 of the following Table on the map indicated in column 2 shall be transferred from Newham, and from the ward named in column 3 to Waltham Forest, to the ward named in column 4, and to the Waltham Forest petty sessional area.

Transfers from Hackney to Newham

5.  The following areas of Hackney shown on map 6—

(a)the part of the Kings Park ward marked A; and

(b)the part of the Wick ward marked B—

shall be transferred to Newham, to the New Town ward, to the Newham petty sessional area and to the Eastern London coroner’s district.

Transfers from Tower Hamlets to Newham

6.  Each area which is marked as shown in column 1 of the following Table on the map indicated in column 2 shall be transferred from Tower Hamlets, and from the ward named in column 3 to Newham, to the ward named in column 4, to the Newham petty sessional area and to the Eastern London coroner’s district.

Town and country planning

7.—(1) In this article, “provision” means a provision of a development plan (as defined in section 336(1) of the Town and Country Planning Act 1990(4)).

(2) Any provision applying to an area transferred by this Order shall continue to apply to that area, notwithstanding the transfer, until replaced by a provision which so applies, and which is expressed to supersede the preserved provision.

Explanatory Note

(This note is not part of the Order)

This Order makes small changes in the boundary between the London borough of Newham and the neighbouring London boroughs of Hackney, Redbridge, Tower Hamlets and Waltham Forest.

The map and table at the end of the Note give a general guide to the areas affected and the changes made. The table also gives an approximate figure for the total area of land involved (in hectares), and for the population affected.

For full details of the transfers made, the order maps (described in article 2) should be inspected. Any person may inspect them at any reasonable time at the offices of the council for each London borough affected, and also at the offices of the Secretary of State for the Environment located in 2, Marsham Street, London SW1P 3EB.

The Local Government Area Changes Regulations 1976 (S.I. 1976/246, amended by S.I. 1978/247) contain general provisions regarding the effect of orders such as this one.

The East London Boroughs (London Borough Boundaries) Order 1993 (S.I. 1993/1443), which also comes fully into force on 1st April 1994, makes changes to the boundary of the London borough of Barking and Dagenham with the London boroughs of Havering, Newham and Redbridge.

  • Leytonstone High Road/Gilbert Street/Burgess Road/Ashlin Road/Colegrave Road/Crownfield Road.

From Hackney to Newham (Article 5) Area: 8 Population: 1Realignment to centre of River Lea between Temple Mills Road and vicinity of cold store/allotment gardens/Waterden Road. Minor realignment in Temple Mills Road near River Lea.
From Tower Hamlets to Newham (Article 6) Area: 14 Population: 11Realignments to centre of River Lea in the vicinity of Carpenters Road, from the College on Marshgate Lane in the north to the A11 flyover in Bow Road/High Street in the south, transferring to Newham land west of Marshgate Lane, consisting mainly of marshland, depots, works and wharves.
