The Fife Region (Electoral Arrangements) Order 1993

Made

15th April 1993

Coming into force in accordance with Article 1(2)

Whereas under section 17(1) of the Local Government (Scotland) Act 1973((1)) the Local Government Boundary Commission for Scotland on 20th August 1992 submitted to the Secretary of State a report on a review together with its proposals for a change of the electoral arrangements for the Fife Region;

Now, therefore, in exercise of the powers conferred on him by sections 17(2) and 233 of the said Act and of all other powers enabling him in that behalf, the Secretary of State hereby makes the following Order:

Citation and commencement

1.—(1) This Order may be cited as the Fife Region (Electoral Arrangements) Order 1993.

(2) This Order shall come into force on 5th May 1994 provided that for the purpose of all proceedings preliminary or relating to an election to be held on or after that day the Order shall come into force on 10th October 1993.

Interpretation

2.  In the Schedule to this Order–

(a)a reference to–

(i)an electoral division shall be construed as a reference to that electoral division as constituted in this Order;

(ii)a road, footpath, railway line, river, burn or canal shall, where the context so admits, be construed as the centre line of the feature concerned; and

(iii)the boundary or boundaries of a parish is to a line corresponding as nearly as may be to the line of the boundary or boundaries of the parish concerned as already published on Ordnance Survey Maps;

(b)the following abbreviations are used:–

“ED” for Electoral Division; and

“grid reference” for National Grid Reference as published on Ordnance Survey Maps.

Change of electoral arrangements

3.  The existing electoral divisions of the Fife Region shall be abolished and the said Region shall be divided into forty-six electoral divisions having the names, contents and boundaries set forth in the Schedule to this Order.

4.  The boundaries of the electoral divisions constituted by this Order shall be defined and mered by Ordnance Survey.

Revocation

5.  Without prejudice to its continuing in effect for the purposes of defining the electoral divisions prior to the coming into force of this Order, the Fife Region (Electoral Arrangements) Order 1977((2)) is hereby revoked.

SCHEDULEDESCRIPTIONS OF BOUNDARIES OF ELECTORAL DIVISIONS

ELECTORAL DIVISION 1: Burntisland and Auchtertool

Commencing on the southern boundary of Fife Region at the western boundary of Kirkcaldy District; then generally northward along the said boundary to the Gelly Burn; then generally eastward along the Gelly Burn to the line of field boundaries leading southeastward from grid reference NT 2160 9273 then southeastward along the said field boundaries to the track from Glenniston to Little Glenniston; then southward along the said track to field boundary leading southward to the northern boundary of the former Auchtertool parish; then southward along the said boundary and generally eastward along the northern boundaries of the former Auchtertool parish to the track leading northeastward from the targets in Target Wood; then generally southeastward along field boundaries to the boundary defining the west side of Balbarton Brae, passing to the west of all dwellings at East Balbarton; then continuing by field boundaries generally southeastward, southwestward and southeastward, passing to the east of Shankery Cottages and the Kipps, continuing southeastward to southeast of the Kipps at grid reference NT 2436 9070; then in a straight line southwestward to the Tiel Burn; then northwestward, and generally southwestward along the Tiel Burn to east of Lambert’s Mill at grid reference NT 2361 9008; then westward and southward along field boundaries to the unnumbered road between Baidlin Toll and East Balbardie; then generally southeastward along the said road to East Balbardie joining the A907 road from Kirkcaldy to Orrock; then generally southwestward along the said road to join the access road to Balbie; then following the eastern boundary of the former Burntisland parish, passing along the eastern curtilage of the Kingswood Hotel, and continuing in a straight line southeastward to join the southern boundary of Fife Region and Kirkcaldy District; then generally southwestward and northwestward along the said regional and district boundary to the point of commencement.

Note:ED1 includes the islands in the Firth of Forth in the former Kinghorn parish.

ELECTORAL DIVISION 2: Kinghorn and Linktown

Commencing on the southern boundary of Fife Region and Kirkcaldy District at the eastern boundary of ED 1 (Burntisland and Auchtertool); then generally northward along the said boundary to the track leading northeastward from the targets in Target Wood and along the said track to Cotton Bank; then generally southeastward along the track to Boglily to join the B925 Boglily Road west of Boglily Farm; then generally eastward along Boglily Road and Nicol Street to where Nicol Street is crossed by the Burntisland to Kirkcaldy railway; then northward along the railway to where the railway crosses Abbotshall Road; then generally southeastward along Whytehouse Avenue and Charlotte Street, continuing in a straight line to join the southern boundary of Fife Region and Kirkcaldy District; then generally southward and westward along the said regional and district boundary to join the eastern boundary of ED 1; then generally northwestward along the said boundary to the point of commencement.

ELECTORAL DIVISION 3: Dunearn and Torbain

Commencing on the northern boundary of ED 1 (Burntisland and Auchtertool) at the western boundary of Knockbathy Wood; then generally northward and eastward along the western and northern boundaries of the said wood to and continuing eastward along the northern boundaries of the adjoining woodland and Haughbrae Wood to the field boundary leading northward to the track leading to the unclassified road from Kirkcaldy to Shawsmill; then northward along the said field boundary and track to and northwestward along the said unclassified road to Shawsmill Bridge and the Den Burn; then generally northward along the Den Burn to Bairn’s Bridge; then continuing generally northeastward along the track at the western boundary of Tullylumb Plantation to the East Fife Regional Road (A92) at grid reference NT 2319 9412; then generally northeastward along the said road to the junction with the A910 road, then southward and eastward along the said road and Chapel Level to immediately opposite Blairmore Road; then southward by a straight line to Blairmore Road, continuing along the said road to the junction with Birnau Road then eastward to Fair Isle Road; then southeastward along said road to Templehall Avenue; then westward along the said avenue, continuing southwestward along Dunearn Drive to the junction with Linto Lane; then generally westward along the said lane continuing generally northw estward by footpaths through Rabbit Braes to Newliston Drive, continuing in a straight line across the Kirkcaldy West Distributor Road (Oriel Road) along a track to join Torbain Road, east of Torbain Farm; then southeastward along Torbain Road to Torbain Lodge, continuing southeastward by access roads to Foulford, passing north of Foulford, and then generally southwestward along the track leading from the targets in Target Wood to join the northern boundary of ED 1; then generally westward along the said ED boundary to the point of commencement.

ELECTORAL DIVISION 4: Dunnikier and Fair Isle

Commencing at the junction of the northern and eastern boundaries of ED 3 (Dunearn and Torbain) at the junction of the A910 road and the A92 (East Fife Regional Road); then generally northeastward along the A92 to the footbridge carrying the track from the southwest corner of Thomson’s Wood to Carberry; then southeastward along the said track, passing east of all residential property at Carberry and Pathhead Muir to Dunnikier Way; then generally westward along Dunnikier Way to Hendry Road; then southward along Hendry Road to and westward along Templehall Avenue to the eastern boundary of ED 3; then generally northwestward along the said ED boundary to the point of commencement.

ELECTORAL DIVISION 5: Raith Valley

Commencing on the eastern boundary of ED 3 (Dunearn and Torbain) at the southern boundary of ED 4 (Dunnikier and Fair Isle) on Templehall Avenue; then generally eastward along the southern boundary of ED 4 to and southward along Hendry Road to the junction with Valley Gardens; then westward along Valley Gardens to the junction with Valley Gardens South; then generally southward along Valley Gardens South, Benarty Street, Bennochy Road, Masserene Road, part of Sauchenbush Road and to the footpath known as Long Braes forming Sauchenbush Road and Oriel Road to Oriel Road; then eastward along Oriel Road and White Melville Road to Kirkcaldy Railway Station; then southward along the railway line to the northern boundary of ED 2 (Kinghorn and Linktown); then southward and generally westward along the northern boundary of ED 2 and the eastern boundary of ED3 to the point of commencement.

ELECTORAL DIVISION 6: Hayfield and Bennochy

Commencing on the southeastern boundary of Fife Region and Kirkcaldy District at the northern boundary of ED 2 (Kinghorn and Linktown) in line with Charlotte Street; then generally westward, northward and eastward along the northern boundary of ED 2, the eastern boundary of ED 5 (Raith Valley) and the southern boundary of ED 4 (Dunnikier and Fair Isle) to Whyteman’s Brae; then generally southward along Whyteman’s Brae and the service road to the east of Victoria Hospital to the western curtilage of Nairn’s factory; then by the said factory curtilage southward and southeastward to Den Road; then generally southward along Den Road continuing in a straight line to join the Thornton Junction to Kirkcaldy railway; then southwestward along the said railway to Roseberry Terrace; then generally southeastward along Roseberry Terrace, Townsend Crescent, Oswald’s Wynd and crossing the High Street to Redburn Wynd and following Redburn Wynd to the southeastern boundary of Fife Region and Kirkcaldy District; then generally southward along the said regional and district boundary to the point of commencement.

ELECTORAL DIVISION 7: Pathhead, Sinclairtown and Smeaton

Commencing on the southeastern boundary of Fife Region and Kirkcaldy District at the eastern boundary of ED 6 (Hayfield and Bennochy) at Kirkcaldy Sands; then generally northwestward and northward along the said ED boundary to the southern boundary of ED 4 (Dunnikier and Fair Isle); then eastward along the said ED boundary and continuing eastward along Dunnikier Way to Park Road; then generally southward along Park Road and Rosslyn Street; then southwestward along Cairns Street East to Overton Road; then eastward along East March Street to McKenzie Street; then along McKenzie Street to St Clair Street and generally southward along St Clair Street to Nether Street; then southwestward along Nether Street passing to the west of all dwellings at the Kyles; then southward by the steps to Pathhead Sands, to the southeastern boundary of Fife Region and Kirkcaldy District; then generally southwestward along the said regional and district boundary to the point of commencement.

Commencing on the southeastern boundary of Fife Region and Kirkcaldy District at Pathhead Sands; then generally northward and westward and northward along the eastern boundaries of ED 7 (Pathhead, Sinclairtown and Smeaton) and ED 4 (Dunnikier and Fair Isle) to join the A92 (East Fife Regional Road) at the junction with the northern boundary of ED 4; then eastward along the said road to the interchange at Redhouse with the A92 Thornton bypass; then generally eastward and southward by field boundaries to the junction between the Standing Stane Road (A915T), Randolph Road and Boreland Road at grid reference NT 3030 9483; then eastward and generally southward by field boundaries to the Dysart to Coaltown of Wemyss Road (A955); then southwestward along the said road to the southern boundary of Blair Den Wood; then eastward along the southern boundary of the said wood and by footpaths to the southeastern boundary of Fife Region and Kirkcaldy District northeast of Blair Point; then generally southwestward along the said regional and district boundary to the point of commencement.

ELECTORAL DIVISION 10: Methil, Denbeath and Muiredge

Commencing on the southeastern boundary of Fife Region and Kirkcaldy District at the eastern boundary of ED 9 (Buckhaven, Thornton and Wemyss) near College Street, Buckhaven; then generally northwestward, southwestward and northward along the said ED boundary to grid reference NT 3505 9932; then eastward along the rear of Buckhaven High School to Methilhaven Road, crossing the said road and continuing generally eastward to the rear of all residential properties in Brady Crescent; then generally northeastward along Byron Street to its junction with Rannoch Road; then northeastward along Rannoch Road to Kirkland Drive; then northwestward along Kirkland Drive to Methilhaven Road; then northeastward along Methilhaven Road to the River Leven at Bawbee Bridge; then generally southeastward along the River Leven to and generally southwestward along the southeastern boundary of Fife Region and Kirkcaldy District to the point of commencement.

ELECTORAL DIVISION 15: Auchmuty, Woodside and Coaltown of Balgonie

Commencing on the southern boundary of ED 15 (Auchmuty, Woodside and Coaltown of Balgonie) at the junction between Rothes Road and Warout Road; then generally eastward and southward along the southern and western boundaries of ED 15; then westward along the northern boundary of ED 9 (Buckhaven, Thornton and Wemyss) to the line of field boundaries leading northward to the access road to Nether Stenton; then northward along the said line of field boundaries and the said access road, passing to the west of all residential property at Nether Stenton, to the B921 road; then eastward along said road to the junction with Stenton Road; ` then northward along Stenton Road, Glenrothes and Rothes Road to the point of commencement.

ELECTORAL DIVISION 17: Rimbleton and South Parks

Commencing on the northern boundary of ED 9 (Buckhaven, Thornton and Wemyss) at the western boundary of ED 16 (Pitleuchar and Stenton) on the Lochty Burn south of Nether Stenton; then generally westward along the northern boundary of ED 9 to the track leading northwestward to Whitehill Industrial Estate, Glenrothes; then northwestward along the said track to and westward along the B921 road to the western boundary of the said industrial estate; then northwestward and eastward along the western and northern boundaries of the said industrial estate to and northwestward along Golf Course Road to the subway leading from the golf course to Templehall Road; then due northeastward in a straight line across the adjoining open space to and northwestward along Templehall Road to Ivanhoe Drive; then northeastward along Ivanhoe Drive to the public open space to the west of Caskieberran Primary School; then northward and generally northeastward along the said footpaths, passing to the east of all properties on Waverley Drive and Abbotsford Drive to Caskieberran Road; along Tanshall Road East to Caskieberran Road; then northward along Caskieberran Road to and eastward along South Parks Road to Napier Road; then northward along Napier Road to and continuing northward along the access road to the Health Centre to the southern boundary of the Glenrothes High School; then westward along the southern boundary of the said school to and northward along the western boundary of the said school and its prolongation in a straight line to the River Leven; then generally eastward along the said river to the western boundary of ED 15 (Auchmuty, Woodside and Coaltown of Balgonie); then generally southward along the western boundaries of EDs 15 and 16 to the point of commencement.

Commencing on the northern boundary of ED 17 (Rimbleton and South Parks) on the River Leven north of Glenrothes High School; then generally southwestward along the western boundary of ED 17 to the western boundary of the golf course and Whitehill Industrial Estate; then northward along the western boundary of the golf course to a point in line with the southern boundary of Glenrothes Airfield; then westward in a straight line to and along the said boundary to the B922 road; then generally northwestward along the said road to and generally northeastward along the burn flowing northeastward through West Plantation to the River Leven; then generally eastward along the River Leven, continuing southeastward, northeastward and northward along field boundaries, passing to the south of all residential properties at Milldeans, returning to the River Leven; and then generally northeastward along the said river to the point of commencement.

ELECTORAL DIVISION 19: Leslie and Collydean

Commencing on the northern boundary of Kirkcaldy District at the western boundary of ED 14 (Markinch, Pitcoudie and Star) at Coul; then generally southeastward and southwestward along the said ED boundary to the River Leven; then generally westward along the River Leven and the northern boundary of ED 18 (Glenwood and Newcastle) to the western boundary of Fife Region and Kirkcaldy District; then generally northwestward along the said regional and district boundary to and generally along the northern boundary of Kirkcaldy District to the point of commencement.

ELECTORAL DIVISION 20: Cardenden and Kinglassie

ELECTORAL DIVISION 43: Cowdenbeath

Commencing on the southern boundary of ED 35 (Kelty) at the junction with the western boundary of ED 41 (Benarty and Lumphinnans) on the Lochfitty Burn; then generally southward and eastward along the said boundary of ED 41, continuing along the western boundary of ED 42 (Lochgelly) to the eastern boundary of Dunfermline District at Mossmorran; then generally southeastward, and southwestward along the said district boundary, continuing southwestward along the B925 road from Auchtertool to Crossgates to the junction with the A909 road at Beverkae; then generally northwestward along the A909 to where it crosses the A92 East Fife Regional Road; then southwestward along the said road to opposite the western curtilage of the former National Coal Board Training Centre at Fordell; then in a straight line generally northwestward to and along the said curtilage, continuing northwestward along the access road to the said training centre to Broad Street; then northeastward along Broad Street to Moss-Side Road; then generally northwestward and southwestward along Moss-Side Road and Greenbank Drive to the junction with the B917 Old Perth Road at the roundabout; then northward along Old Perth Road to the southern curtilage of Gateside Industrial Estate; then westward and northward along the said curtilage and its prolongation in a straight line to Cuddyhouse Road; then southwestward along Cuddyhouse Road to where it crosses the M90 motorway at the eastern boundary of ED 35; then northward and northeastward along the southern boundary of ED 35 to the point of commencement.

ELECTORAL DIVISION 44: Aberdour and Moss-Side

Commencing on the southern boundary of ED 43 (Cowdenbeath) where it joins the eastern boundary of ED 35 (Kelty) on the M90 motorway; then generally southeastward along the southern boundary of ED 43 to join the eastern boundary of Dunfermline District at the Pilkham Hills; then generally eastward and southward along the said district boundary to the southern boundary of Fife Region and Dunfermline District; then generally southwestward along the said regional and district boundary to the eastern boundary of the former Dalgety parish; then northwestward and westward along the said former parish boundary to where it crosses the Aberdour to Inverkeithing railway, continuing generally westward along the said railway to where it is crossed by the western boundary of the former Dalgety parish, east of Hillend Village; then generally northward along the said former parish boundary to the access road from Annfield to Broomieside; then westward along the said access road, crossing the B981 Inverkeithing to Crossgates road and continuing generally westward along the track to Calais Muir Wood to where it joins the eastern boundary of ED 36 (Townhill and Halbeath) and the M90 motorway; then generally northward along the eastern boundaries of ED 36 and ED 35 formed by the M90 motorway to the point of commencement.

ELECTORAL DIVISION 45: Dalgety Bay

Commencing on the southern boundary of ED 44 (Aberdour and Moss-Side) on the Inverkeithing to Aberdour railway where it is crossed by the western boundary of the former Dalgety parish; then generally eastward along the southern boundary of ED 44 to the southern boundary of Fife Region and Dunfermline District; then generally southwestward along the said regional and district boundary to the western boundary of the former Dalgety parish; then generally northward along the said former parish boundary to due east of the properties at Spencerfield then by field boundaries and the eastern curtilage of Spencerfield Cottages to the Inverkeithing to Aberdour Road (A921); then northeastward along the said road and generally northward and eastward by field boundaries to join the western boundary of ED 44; then generally southward along the said ED boundary to the point of commencement.

ELECTORAL DIVISION 46: Inverkeithing and North Queensferry

Commencing on the southern boundary of Fife Region and Dunfermline District at the eastern boundary of ED 34 (Limekilns and Rosyth West); then generally eastward and northward along the said ED boundary, continuing generally northward along the eastern boundaries of ED 40 (Rosyth East and South) and ED 39 (Dunfermline Pitcorthie) to the junction of the eastern boundary of ED 39 with the southern boundary of ED 44 (Aberdour and Moss-Side); then generally eastward and southward along the southern boundary of ED 44, continuing generally southwestward along the western boundary of ED 45 (Dalgety Bay) to the southern boundary of Fife Region and Dunfermline District; then generally southward, westward and northwestward along the said regional and district boundary to the point of commencement.

Explanatory Note

(This note is not part of the Order)

This Order gives effect to proposals made by the Local Government Boundary Commission for Scotland for a change to electoral arrangements for the Fife Region (the Region) as described in the Schedule to the Fife Region (Electoral Arrangements) Order 1977 (the 1977 Order).

The effect of the proposals is to divide the Region into 46 electoral divisions as described in the Schedule to this Order.

The 1977 Order is revoked by this Order.
