The Secretary of State, in exercise of the powers conferred on him by sections 4(1), (1A), (1B) and (2), 25(1), (2) and (2B), 70(1A), 71(1), 71A, 75, 105(7) and 108(1) of, and paragraphs 2(6) and 3(3) and (5) of Schedule 11 to the National Health Service (Scotland) Act 19781 and of all other powers enabling him in that behalf, and after consulting with such organisations as appear to him to be representative of persons providing general dental services and of the dental profession in accordance with section 4(1B) of the said Act of 1978, hereby makes the following Regulations:
