The Secretary of State for the Environment as respects England, in exercise of the powers conferred upon him by section 24(1), (2), (5) and (6) of the Housing Associations Act 1985(1), section 55(2) of the Housing Act 1988(2) and of all other powers enabling him in that behalf, hereby makes the following Order:
