The Secretary of State for the Environment, as respects England, the Secretary of State for Wales, as respects Wales, and the Secretary of State for Scotland, as respects Scotland, in exercise of the powers conferred on them by section 86(6) and (15) of the Environmental Protection Act 1990(1) and of all other powers enabling them in that behalf, hereby make the following Order:
