Whereas under international arrangements, for reasons of public security and to limit the proliferation of weapons, certain goods including nuclear goods and goods capable of both military and civil use (“dual use goods”) have been specified as goods which should be subject to export controls, and whereas technical experts from Member States of the European Communities have prepared a list of certain such nuclear and dual use goods, which list is incorporated in Groups 2 and 3 of Part III of Schedule 1 hereto:

Now therefore the Secretary of State, in exercise of powers conferred by section 1 of the Import, Export and Customs Powers (Defence) Act 19391 and now vested in him2, and of all other powers enabling him in that behalf, hereby makes the following Order:
