The Secretary of State for Transport and the Secretary of State for Wales in exercise of their powers under sections 48(2), 49(5), 53(1), (2), (3) and (6), 54(1), (2), (3) and (4), 55(1), (2), (3) and (7), 56(2), 57(2) and (3), 58(1), (2) and (5), 62(1), 63(2), 64(1) and (2), and 97 and 104(1) of the New Roads and Street Works Act 19911 and of all other enabling powers, hereby make the following regulations:—
