The Secretary of State for Transport, in exercise of the powers conferred by sections 6(1) and (3), and 7(1) of the Road Traffic Regulation Act 1984(1), and of all other enabling powers, and after consulting the Commissioner of Police of the Metropolis pursuant to section 7(6) of that Act(2), hereby makes the following Order:

1984 c. 27; section 6(1) was amended by the New Roads and Street Works Act 1991 (c. 22), section 168 and Schedule 8, paragraph 21(2).
(2)
Section 7(6) was amended by paragraph 3 of Schedule 7 to the Road Traffic Act 1991 (c. 40).
